Total crap. It is the law enforcement officials that would have the option, not the mall cops.

In fact, not even law enforcement can, even under SB 1070, simply walk up to someone in a restuarant or, you know, out having ice cream, and demand to see their papers. The law does not provide for that with some other issue surfacing.
